Meralco PowerGen’s PacificLight starts up 100 MW fast-response plant in Singapore

Bilyonaryo Manuel V. Pangilinan-led Meralco PowerGen Corporation (MGEN), through its subsidiary PacificLight Power Pte Ltd (PLP), has commissioned a 100-megawatt (MW) fast-start ancillary services facility in Singapore.

The gas-fired facility, located on Jurong Island, is designed to provide quick-start power to support Singapore’s grid during unplanned outages or disruptions. It uses Siemens Energy turbines and adds to PLP’s existing 830 MW combined-cycle gas turbine (CCGT) plant, which has been operational since 2014.

“This milestone reflects our commitment to investing in high-efficiency, future-ready technologies that address both reliability and sustainability challenges. Through PLP, we are proud to contribute to Singapore’s energy security while expanding our regional footprint with innovation at the core, ” MGEN president and CEO Emmanuel V. Rubio said in a statement.

The project was completed with more than 480,000 man-hours and reported zero lost-time injuries, in partnership with engineering firm Jurong Engineering Ltd.

PacificLight is also developing a 670 MW hydrogen-ready CCGT plant on Jurong Island, expected to be operational by January 2029. It will feature Singapore’s first utility-scale battery energy storage system, the company said.

As of March 2025, MGEN had a total net sellable capacity of 4,953 MW from both conventional and renewable energy sources.
